Ikot Ekpene Council Chairman fingered in Financial Misappropriation

The Legislative Council of Ikot Ekpene local government area sitting on Friday, June 21, 2019, at the Local government Legislative Chambers expressed dissatisfaction and raised alarm over the excessive expenses and illegitimate spending of the Council funds by the Chairman – Hon. Unyime Etim.
The 35th sitting of the 6th Legislative Assembly of the oldest Local Government area in Nigeria which commenced at about 12.30pm with 10 out of 11 Councillors in attendance, was presided over by the Leader of Ikot Ekpene legislative Council – Hon Daniel Enang
After much deliberations on matters of urgent public importance, it was noted and unanimously agreed that the Council Chairman has been consistently acting against Section 69 (3) of the Local Government Administrative law, which states that “no money shall be withdrawn from any public fund of the Local government area unless such withdrawal has been authorized by the Legislative Council.”
Consequent upon the Council Chairman’s gross misconduct and consistent unconstitutional spending of public funds, the house resolved that Hon. Unyime Etim be invited to the Hallow Chamber to explain: (i) Why he consistently withdraws and spends the Council funds without approval from the appropriate quarters (ii) Why he has not presented the 2019 budget to the legislative council with half of the fiscal year far spent, and (iii) Why the Legislative Council has not been properly furnished with the income and Expenditure Statement of the council as provided for in the Constitution.
Deliberating further, the Legislative Council while observing that the number of staff that report for duty does not correspond with the nominal roll and wage bill of the Council, unanimously agreed that there is need to carry out personnel audit in Ikot Ekpene local government area to fish out “ghost workers” and also ascertain the numerical strength in the Local government Council, Primary Schools, adult Education Centers, Primary Health Centers and other departments of the Local Government.
The legislative Council also frowned at the attitude of the contractors Checking wrong and authorized parking within Ikot Ekpene main town. According to Hon Esangubong Otu, “there is urgent need to summon the Supervisor for transport to come and give the definition of wrong parking and to also tell the specific fine for culprits apprehended for wrong parking.” Speaker after speaker, different councillors disclosed how the wrong parking enforcement officials molest, dupe and even embarrass road users, especially visitors to Ikot Ekpene. The house unanimously agreed that there was an urgent need to investigate and put a stop to any act of nuisance in the local government area.
Meanwhile, a bill for the establishment of environmental waste management and sanitation committee in Ikot Ekpene local Government area passed its first reading.
The bill sponsored by the councillor representing Ikot Ekpene urban ward 5 – Hon Glory Ukoenin, was read for the first time during the 35th sitting of the 6th legislative council.
From all indications, the bill when passed into a bye- law will complement the effort of Akwa Ibom State Environmental protection and waste management Agency in keeping Ikot Ekpene clean, save and beautiful.
